This may sound silly but I had this revelation a couple of days ago, municipal waste is garbage.
Let me explain, as English isn't my native language I Was wondering what the hell does it mean, so I looked it up andit said "Huishoudelijk afval" which is dutch for garbage or in this case municipal waste.
