Unable to send direct message

I am new to TSS and I found an item for sale that I really want. But when I tried to message the owner of the item these error messages popped up:
***** has disabled his or her account.
You are not allowed to send this message because all recipients are blocked.
Does that mean until I can send the message successfully I won't be able to buy the item?
