That's a German badge you get mostly in preschool for learning to swim 50m without stopping. There's also bronze, silver, gold and rescue swimmer badges. The "Seepferdchen" being the lowest rank makes it even more hilarious on this vest

I like it, very obscure hahaha. Learned something new today! Easily the most brutal patch on your vest. It's juxtapositioning next to Nile makes me think of the song "Papyrus Containing The Spell To Preserve Its Possesor Against He Who Is in The Water". Obviously the "spell" is to protect against seahorses and swimming preschoolers
