Since "Blackwings distribution" was the only place out there that had the shirt that I could find, I assumed they were the ones who made them. I ordered the shirt, paid right away, then waited. Nothing. I sent two emails and a message on the Blackwings site to "Julio Cesar Becerra Valderrama" and he didn't reply. Paypal finally gave me a refund about 4-5 weeks after I placed the order.
