Probably that's because back in 1984 there was no certain definition as to what all these bands were playing. Nobody was walking around saying that they are playing Thrash Metal. Don't forget that "Power Metal" was also the title of the first ever Metallica's demo!!!

It was actually called the "Power Metal demo" because of the business cards bearing the "Power Metal" motto that Ron McGovney had made up. Those business cards were distributed along with that demo, which in turn gave it its designation.
