Do all delta tags mean it’s official 90’s to 00’s shirts?

Any delta tag with the red box around the perimeter is 90s or earlier. Delta tags starting in 01 no longer have the red outer box. I think Delta still makes blanks to this day, but I'm not certain. They were definitely making blanks up til 2015 or so.
