Is it a boot? It looks like it is a vintage patch which has been rebordered

Looks like someone took a vintage patch without the border, and added a new one. You see those on eBay occasionally and with some DIY you can make a full patch for cheap.

This is a bootleg, I know the guy who has produced them recently. It's not his intention, but I know this patches are going to potentially fool more than one.
