I think the thing most ppl argue on bootlegs is that theyre practically illegal. Youre ripping off the band. Imo bootlegs are ok in special cases. If its a fan tribute, like making rare recordings obtainable for fans for a fair price. And if the band members get a free copy then all is good. But thats only my opinion...
As a collector of live video bootlegs (about 3000 in my collection) I will say that there are hundreds of bootleg sites on the net where you can download, share bootlegs ect.
The general consensus amongst the bootleg community is that sharing , swapping, trading is ok but selling bootlegs is not, and will pretty much get you banned and shunned within the community.
I was collecting bootlegs some years ago and those people always responding "I don't trade, but I sell my recordings for $xy" really pissed me off. I DID buy some silver bootlegs from Blind Guardian though (which are far superior to their official live albums), but they are professionally made, some are really cool digipacks.
So I'd say, it depends on the bootleg itself. Is it some factory pressed CD like the Live-USA-stuff or a self-made CD-R including printed artwork from the internet?
And regarding the first case: Bands like Iron Maiden sue the crap out of everyone who sells bootlegs e.g. on ebay.
