Vektor - Hypno Gogs / Sci-Fi or Die!
My favourite "new" band at the moment. This is the design they sold on the recent Outer Isolation tour. It was sold out. This is the reprint they did after high demand for the shirts. I do not know if there are any differences between this version and the tour version but I think there aren't any.
I also have the Outer Isolation shirt (post-tour reprint as well), which supposedly has a minor difference. I'll upload pics of that when I can.

I believe both are bootleg. Not 100% sure
As far as whether or not it was purchased at a merchandise table with the licensed prints, that's hard to say unles

I have this shirt and the outer isolation shirt from the tour. This one looks the same. Can't wait for these guys to come back through here later this summer.
