I'm guessing by "base"; you mean the scraps of fabric sewn directly on to the pants? The term I've heard used is "Scabs" of fabric. You don't need an exact size, material or amount of scabs, as long as they're sewn together
I've started and scrapped several pairs through the years, but my current pair I'm working on is pictured. I've used faux leather and black thread, with scabs roughly 1cm high, and varying wide. I'm planning on covering all the original fabric, then adding band patches, tears, studs and chains on top, but you can add anything in any order. Cut your scab fabric up with a good pair of scissors, you need those fingers in tact, don't chop a ton of layers at once, maybe 2 or 3 tops
For the actual sewing, iron your pants flat on a high heat, get rid of as many creases as you can. Put a book, dvd, cd, anything solid that'll fit between a pant leg inside em. I use a cardboard dvd case and started at the shin, but you can start wherever you find easiest. Get to a kitchen table, workbench, table on the train, anywhere you're comfortable sitting for a few hours. Pin one fabric scab to the pants and sew them together, each stitch about the distance of your sideways finger tip apart from eachother. Ask your parents/community center if you're a total beginner, its the kind of thing you can't learn through a computer screen. Keep going til you have as many as you like
Whatever materials you use, make sure they're secondhand, pre-worn, salvaged, anything but brand new. The first wave of crust punks were marching and writing lyrics against fast fashion, the real ones still do that today, and all carry that ethic to their crust pants. The ethos of every pair since the beginning is anti-consumerism, nobody wants you to consume more
Add patches of whatever bands, games, movies, chemical reactions, romantic interests, animals, renaissance artworks, or poems you want to them. Tell anyone who says "that isn't right" to soak their head. Painting your own or getting some at local shows is the best

Totally fair dude, much like emo itself, the punks of yesteryear are responsible for crust pants. There's extensive history behind them, like the battle jacket, its worth knowing and respecting the roots even if the music doesn't click with you
