I don't know this either but I think this is a mystery to most collectors within the community to be honest. When a patch is licensed it's obviously official but when not it can be debated and hard to figure out when talking about the vintage patches. I always treat non-licensed (back) patches as bootlegs, but not less worthy though. Some of them are even cooler than the official ones in my opinion.
A good example of non-licensed but official patches are the Iron Maiden - Legacy of the Beast Tour 4 piece patch set.
I'm also curious if someone knows more about this.
