There exists also one more type of rubber patches that have rubber backing. I have not found any information about them but I suppose that they also were produced in Russia.
Some rubber patches were made in Belarus in 1994 when someone and found out that such patches were produced abroad and decided to do the same at the factory. They were produced illegally at the factory “Zhilbel” ("Жильбел") in the night time. In the day time factory was producing patches and insignia of grade for army and police. Examples on Zhilbel patches are:

According to the information that I have gathered on the Internet, rubber patches have been produced in different countries.
