Is there a way to treat color faded spots?

I took my shirt to a few different dry cleaners, they said that the spots were color faded and they couldn't treat them, also that color dye could ruin the graphics. Any other recommendations?

You can dye shirts and it wont ruin the print if its normal serigraph
