PayPal's decision is at least a bit weird.
According to their ToS, the seller IS responsible if items get lost in the mail, BUT you (meat_to_meat) have shown proof of delivery. I'd be very curious about the reasons for their ruling. Ethan claims the parcel was open and empty, which might constitute a "grey zone". I'd try to dispute the ruling given proof of delivery. For sellers, proof of delivery has always been enough to get it through, shouldn't be much different in your case. Maybe try to get someone from PayPal on the phone.
As to the "open parcel" Ethan claims...well, let's say, I'm having my doubts.
The Swiss postal service will not deliver open/empty parcels without notice. They will even repair or re-package parcels that are damaged, ESPECIALLY if it is an international shipment that has gone through customs (ie. weight and contents are known). There is no way that they will just drop an open, empty parcel into your mailbox. I also don't believe that a thief ripped the thing open, took the shirts and left the open container. Take away from that what you will.
Meat_to_meat, in your shoes, I'd try PayPal again. The only other chance is to file a claim with your postal service for a lost item. Show them any proof you have about the PayPal claim and the ruling. The ruling should at least state that the item got lost in transit. This might be your only way to get some of your money back. There is a snag to it, though: you told us that you didn't insure the package. I don't know how this shit works in your country, but without insurance, there usually is a limit to how much of a reimbursement you can get.
In the future, 1. keep your cool. If you suspect an item you received is a bootleg or reprint, just file a claim directly with PayPal. Don't go through TS or any other private messaging service, it's a waste of time and all it does is give room for emotions to boil. PayPal's buyer protection usually is smooth sailing.
And 2. if you don't want to lose your money, make sure to insure your parcel according to the worth of the items shipped. Especially if PayPal is involved! They have rules regarding how items need to be shipped and who is at fault if an item is damaged or lost in transit (spoiler: it is always the sender). Also, always declare the proper value of the items on the customs form. I know, in 99 out of 100 cases, everything goes smooth and easy, but there might come the one case where you will get fucked if you don't do it by the books.
